A Lively Debate in the UK Parliament: How Ukrainian Participants and British MPs Sought Common Ground

As part of the Education for Victory #4 programme in London, participants had the opportunity to visit one of the world’s most renowned democratic institutions — the UK Parliament.

A key highlight of the visit was a meeting in the House of Commons chamber with Sir John Whittingdale — a Member of Parliament since 1992, former Minister for Culture, Media and Digital Infrastructure, and currently the Shadow Minister for Health.

The discussion was dynamic, open, and at times heated. Yet it was precisely this honest exchange that allowed both sides to better understand each other’s positions, arguments, and visions for future cooperation.

The conversation focused on the key strategic challenges facing both Ukraine and the United Kingdom, including:

  • sustaining support for Ukraine amid full-scale war,
  • the role of parliaments in strengthening international solidarity,
  • reforms, recovery, and national security,
  • protecting democratic values in a changing global landscape.

Participants asked direct and often difficult questions, shared their own experiences, and heard a frank assessment of the current situation and future prospects from the British MP.

Visit of Education for Victory No. 4 Participants to the EBRD: A Dialogue on Recovery, Infrastructure, and Trust

Participants of the fourth wave of the Education for Victory programme by Grand Strategy UA visited the headquarters of the European Bank for Reconstruction and Development (EBRD) in London. This visit was a key part of the educational programme and provided a valuable opportunity for direct dialogue with representatives of one of the world’s leading international financial institutions.

The discussion focused on Ukraine’s post-war recovery priorities, including:

  • support for municipalities and regional development,
  • launching infrastructure and corporate projects,
  • development of capital markets,
  • public procurement policies,
  • principles of inclusion and increased competitiveness.

The visit opened with remarks by moderators:

Henry Fletcher, Head of Ukraine Hub, Impact and Partnerships, and Artem Shevalev, Alternate Board Director, Ukraine.

Panel 1: “Infrastructure and Municipal, Corporate Sector”

Focused on the EBRD’s role in supporting municipalities, infrastructure development, and the corporate sector.

In addition to the in-depth discussions, participants explored the internal structure of the EBRD, visited several departments, and gained insights into the Bank’s day-to-day operations. The informal part of the visit provided a platform for professional networking and the exchange of ideas.

Visit to J.P. Morgan: Global Markets, Investment, and the Role of Business in Recovery

As part of the Education for Victory #4 programme, participants met with representatives of J.P. Morgan, one of the world’s leading financial institutions. The discussion focused on current challenges facing global markets, the impact of the war in Ukraine on international finance, and the critical role of business in the recovery of crisis-affected count

Particular attention was given to the investment potential of post-war Ukraine — from infrastructure projects and the banking sector to local business development. The Q&A format highlighted the participants’ strong expertise and strategic mindset, as well as their deep engagement with global financial dynamics.

The visit offered a valuable opportunity for dialogue between Ukrainian public leaders and the global financial sector, opening new horizons for investment and long-term cooperation.

Visit to the FCDO: Strategic Dialogue on Recovery, Partnership, and Security

On 1 May 2025, as part of the Education for Victory #4 offline module, participants visited the Foreign, Commonwealth and Development Office (FCDO) in London. This meeting was a key component of the London programme and served as a platform for in-depth strategic discussions with representatives of the UK government, international institutions, and leading think tanks.

The event featured panel discussions, presentations, and open dialogue — allowing the Ukrainian delegation to present their vision for reform, recovery, and security cooperation, while also fostering new high-level professional connections.

Reconstruction and Recovery

The panel was opened by Ben Greenwood (FCDO), with discussions focusing on approaches to Ukraine’s post-war recovery. Contributions came from Jamie Hilton (FCDO), Dmytro Livch (Chairman, EasyBusiness Think Tank), and Dmytro Ivanov (Head of NGO Dobrobat, Member of the Chernihiv Regional Council).

Perspectives on local recovery efforts were shared by Nadiia Bihun (Deputy Minister of Economy of Ukraine, 2022–2025) and Sergii Orlov (Deputy Mayor of Mariupol).

Building Local Partnerships

This session, focused on the role of municipalities in transformative processes, was presented by Matthew Brannen from the UK’s Ministry of Housing, Communities and Local Government (MHCLG).

Reform Priorities

Moderated by Tia Raappana (FCDO), this panel featured Maria Zakharenko, Director of the Reform and Recovery Team at Ukraine’s Ministry of Economy. She highlighted key government policy priorities, civil service reform, and effective governance.

Defence and Future Security

This session explored strategic security challenges and opportunities for partnership in defence and the agrarian sector. Speakers from the UK included representatives from the FCDO Campaigns Unit, Sean Redmond (DBT), and the Ministry of Defence (MOD). Ukrainian voices included Anatolii Rybachok — international lawyer, Armed Forces officer, and economist — and Olena Sotnyk, co-founder of Grand Strategy UA, political and civic leader.

UK–Ukraine 100-Year Partnership

The visit concluded with a presentation by Rupert Secbohm (FCDO), who introduced the vision of a long-term bilateral relationship framed as the “UK–Ukraine 100-Year Partnership”.

The visit to the FCDO was not only a continuation of the educational module but also a vital platform for meaningful dialogue between Ukrainian leaders and UK government stakeholders. Participants had the opportunity to share their initiatives in reform, recovery, security, and local governance, receive expert feedback, and lay the foundation for ongoing cooperation.

This meeting deepened mutual understanding of strategic priorities, strengthened interinstitutional trust, and opened new horizons for UK–Ukraine partnerships — across policy, communities, and people.

On 27 November, as part of the third “Education for Victory” programme’s offline week, organised in collaboration with LSE IDEAS, participants had the opportunity to visit J.P. Morgan, the world’s fifth-largest bank. Renowned for its leadership in investment banking, asset management, and financial services, J.P. Morgan is a key player in the global financial arena.

This visit offered representatives from Ukraine — including officials from state institutions and members of the armed forces—a chance to gain insight into global economic trends and draw from world-class international expertise.

On July 20, 2024, in the city of Zhovkva, graduates of the “Education for Victory” program held a strategic session organized by Grand Strategy UA, in collaboration with active participants of the program. The event brought together leaders and specialists from various fields, including the mayor of Zhovkva, Oleg Volskyi, Ukraine’s youngest mayor and a graduate of the program’s second cohort. The primary aim of the meeting was to discuss issues related to community development and the preservation of the city’s historical heritage.

The session’s program was packed with key topics, including:

  • Positioning Zhovkva as a cultural center: Participants discussed ways to highlight the city’s unique architecture and rich history to attract tourists and partners.
  • Preservation of historical monuments as a cultural diplomacy strategy: Discussions focused on preserving iconic sites such as Zhovkva Castle, Verbytskyi Palace, and St. Bartholomew’s Cathedral, which are significant elements of the city’s cultural capital.
  • Economic development through collaboration with investors: Participants developed a plan to attract investments to support the local economy and create new jobs in Zhovkva.

As a result of the strategic session, a series of priority initiatives were identified for implementation in collaboration with Zhovkva’s municipal government. These include:

Final Lecture of the Alumni Program: Philipp Rode Shares Expertise on Building Sustainable Cities.

On September 18, 2024, the final lecture of the Alumni program by Grand Strategy UA took place. Expert and professor at the London School of Economics and Public Policy, Philipp Rode, delivered a lecture titled “Sustainable Cities: Planning, Design, and Transport.” This event was significant for graduates of the “Education for Victory” program, offering a chance to explore cutting-edge approaches to urban planning and sustainable development.

The Alumni program, specially designed for graduates of “Education for Victory,” provides unique opportunities for continuous learning and development. Program participants gain access to:

  • Lectures from leading speakers and LSE professors who present advanced ideas in policy and urban studies;
  • Q&A sessions and interactive discussions, allowing for deeper understanding and opportunities to ask pertinent questions;
  • Informal meetings for experience sharing, which foster a cohesive alumni community;
